Partlow Investment Partners are ripoffs
A work order is written for every request but the work isn’t always done, nor is it good quality. They will stiff you with penalties, and nickle & dime you to death.
I moved in March 2009 with inadequate heat concerns; of six radiators only two were even slightly warm at one end of them. They kept sending the maintenance guy to bleed them, or asking me to do it in which the situation never improved. It took me writing a certified letter on December 29th, threatening to get my own HVAC source to investigate it to get the whole heating system attended to.
I reported that the building is poorly insulated with frost on the windows, and serious drafts coming through. I ended up buying window insulation kits, attempting to handle the concern myself. I kept a thermometer reading which was at the highest reading of 50 degrees.
The interesting thing is I traveled for work and was only in my 1-bedroom apartment 10 days a month, yet my heating bill was more than a friend of mine who lives in a big house with a family of five!
They have a move-in check list that allows you to report the conditions you find the unit in for comparison at move-out time, and consideration of your refund deposit. This check list is not taken into full consideration, and some items will be ignored. They outsourced a cleaning company that nitpicked so much that most of my refund was denied me. (Mind you, the place was filthy with boogers on the wall when I moved in.)
I came into financial hardship in June and decided to enlist the assistance of a community organization to pay July rent. When a check was cut for July rent it was sent to the wrong address. When it was returned and re-sent PIP charged them for late fee, in which case they wouldn’t cut another check just for that fee so I had paid $67.00 to them.
I was just sent a letter refunding me the fee for dirty window blinds. They finally read my move-in claims stating that these blinds were filthy. They also had the audacity to say radiator heat is not as comfortable as forced air heat. I grew up with radiators in our home. I remember it being so warm we had to crack windows, or turn some off. Hell, we dried clothes on them!
